1. The county shall provide a suitable area separate from the marriage license bureau or other place where marriage licenses are issued for the solemnizing of marriages.2. The area shall be:
(a) Appropriately furnished by the county to provide a tranquil atmosphere and the solemnizing ceremony shall be privately conducted in a dignified manner without haste; and(b) Situated in a building entirely separate from and unconnected with any building in which marriage licenses are issued.
