(1) Civil actions can only be commenced within the periods prescribed in Title 27, chapter 2, after the cause of action shall have accrued, except where, in special cases, a different limitation is prescribed by statute.(2) The word “action”, as used in this section, is to be construed, whenever it is necessary so to do, as including a special proceeding of a civil nature.
